1. What your budget is for cards
2. What cards you want within that budget
That's pretty much it. I would argue that you can still think about things like opportunity cost, supply/demand, scarcity, etc. but that comes later after those first two.
TLDR; Buy cards you like within your budget, regardless of what Pokemon.
