All that you mention is reserved for special stories like Lucario in the 8th movie. All apperances in the anime so far haven't strayed from how they portray Pokémon in the anime, you even had an episode where a Kirlia and Ralts were abandoned and left as strays, that's where the ralts eating dog food screencap is from.
