It actually makes the Lyra cutscene here somewhat useful rather than just filler. Also, there's no shiny chance. It's not possible without custom commands which I have no idea how to do.
Now, to add the GS Ball back in and make the Celebi event accessible. I was thinking of having a Kimono Girl give it to you somewhere in the post-game. Then you'd take it to Kurt, who would investigate Ilex Forest with you, and there you'd be able to catch Celebi. After catching it, you'd activate the Giovanni cutscene. I like this idea, because it implies the Kimono Girls are the ones who enabled you to stop Giovannia from returning.
