Ignoring the fact that most Gen 2 Pokémon were strong enough for in game, and on average were decent in PvP., only falling off due to being the unlucky who weren't allowed to get KANTOOOOO Shilling or Nu-Gen Privilege.
Hell, the logic for Dunsparce being intended to be disappointing falls apart due to Yanma fitting the whole dunce thing better due to being stupidly rare and being one of the few Gen2 Pokémon that actually was unusably bad in its introduction. yet Game Freak respected it enough to give it a REAL evolution.
Dunsparce didn't need to (nor should it be) epic dragon, but it would have been SOMETHING
