I'm fairly confident Incineroar was put in for this quality rather than because of le shillmon boogeyman. Sakurai wouldn't put in a character he didn't think had no value. If he honestly wanted Decidueye more, he would have been able to put in Decidueye. It was his decision in the end, and he put in Incineroar.
