Every Pokémon receives a national dex number as this is simply what the compendium is called. And the way that Professor Rowan speaks about it in relation to Professsor Oak makes it feel like the reason it's called the National Dex is because different nations contribute to the data--not because they're all a part of one country.
Still, this is an interesting concept.
