I'll give you Hoenn as well because most of those gym leaders were pretty bad as well but nearly all of them in Sinnoh were really bland and totally forgettable.

Plus I really liked how it was kind of difficult to tell what gender, it gave their team a really sci fi futuristic "whole new world" feeling.
