She's not only doing her job as an Elite Four member, she's also showing off the Pokemon she's proud of. And you basically then just ignored it and made it about her looks. Imagine going to a dog show, and a woman is showing you the dog she's groomed and trained for months/years, and you ignore what she's talking about and say "you are attractive". You've effectively ignored all her effort and are just looking at her for her attractiveness, which is not remotely appealing to her.
Women, especially women who are attractive or even semi-attractive, generally don't care for just hearing it randomly and especially don't care for hearing it at inappropriate times. It's much more meaningful if they get called it in a natural or meaningful way.
