For my OCs setting, legendary/mythical/ultra beast are all incredibly powerful lifeforms that are effectively the Gods & Demi-Gods of the world, they are not capturable by normal means (such as pokeballs) and are astronomically more powerful than even level 100 Psudo-Legendaries, Trained Pokemon, and magical/masterfully trained Humans. Fighting one of these things (Not including their hordes of followers, champions, and blessed ones) could easily require an army, cost many lives of both Pokemon and Humans alike, or just require an ICBM. Its not worth the trouble of trying to take on the "True Form" of these creatures unless you've been fortunate enough to befriend a different one to help you. Alternatively, fighting one of the Mythical/UB/Legendary's avatar/aspect forms is actually manageable for mortals (and IIRC they're capturable as well). An 'avatar/aspect' is still strong, but its not anywhere as powerful as the real thing.
