Pretty sure they’re meant to be Pen shells.

The “clothing” became cuirass armor(pattern on its torso). While it does feel naked, there was a sign that the line was gradually losing “clothes” anyway >>57269398

If had a mega evolution it would be completely covered in shells with less visible “cloth” features

Are lizards supposed to turn into dragons?
