You need to be artistically inclined first and formost. The fakemon need to emulate the pokemon aesthetic perfectly, there's no room for "looking fake". Based as they are it can't look like a digimon.
It has to appeal to a large audience, both in theme and visual aesthetics (coolness/tougness/smartness/beauty/cuteness).
It has to have a well thought out theme that reflects the design. The anatomy can't be random, it has to make sense. For example, If it has a horn it has to use it. It can also not be too complex, simple designs are easier on the eye, again pokemon over the top shit like digimon. Pokemon are monsters found in nature inhabiting a niche.
It has to follow basic color theory, this doesn't necessary dictate what's good or not but it will help to garner the plebs favorable opinion because it is based on what's normatively prefered.
The design has to reflect character, it need to be able to express itself. Like your pic related.
If it has evolution stages they also need to follow all these points but the most important I believe is the final evo as this is the stage you will be stuck with unless you actively prevent it from evolving, avoiding this scenario is good.
Bonus point if it's useful in single player. Most people just spam A and be done with it, if it's too niche in usage the attach rate will fail.
