Just because boss battles in Pokemon are typically cakewalks that you can brute-force with your overleveled starter doesn't mean that the couple of times they are actually difficult and require balanced teams, strategy, and items is poor game design. Maybe it's not the design philosophy you prefer, but that doesn't mean it's bad. The game even gives you a level 70 Lugia or Ho-oh before you even finish Kanto if it's really that difficult for you to beat.
