First thing to worry about is type. It must not be weak to any of Mega Rayylmaos four main moves:
>Dragon Ascent
>Outrage
>Earthquake
>V-Create or Fire Blast
Skarmory handles three of these moves, but literally melts to Fire attacks. So a Skarmory with Flashfire is the obvious answer, right?
Wrong bitch. Rayylmao is the master of weather. If this 'mon were a thing, Ray would just run Thunderbolt. He's the king, and he will not easily be dethroned.

But that's lazy you dumbass. We hard counter in my neighborhood. One set, one kill.
Steel/Ground would fix the Electric weakness, but now we are weak to EQ. Steel/Grass would make us nuetral to EQ and Tbolt, but we need to resist Ascent. Steel/Bug does the last thing, but worse. It seems our only option is to stay Steel/Flying, and give our counter a Cell Battery, and make sure it has enough bulk to survive one Thunder in case things go sour. Let's go worse case scenario, and make the Ray Max Special Attack Modest with Specs. Is 100 base HP and 130 Special Defense enough?

A regular SD ray with Thunder is laughable, so it has the bulk.

Okay, dodges the 2HKO, great. But phsical moves exist, and we have only a few EVs in Defense. Will a +2 Dragon Ascent kill in with only four EVs in a Base 140 Defense?
