Mine though has its hands in just Plasma and technically Flare (since the events happen in an alternate universe where Lysandre did not start Team Flare and instead joined this group because of their similar goals.) Also Galactic and Cipher until those teams collapsed. They have their hands in pretty much everything of industry, politics and law on some level, similar to "Team E."The difference is, they aren't really a villain team in the traditional sense, they're a militant cult instead. It has "divisions" in the sense that it's lead by a council and each member has their own subsection to lead.The rest of it is pretty different though. The framing device for the plot is a more basic trainer journey instead of a high-level Champion's match, and the investigation of the conspiracy is being carried out by a few non-corrupt detectives (among others) instead of a Champion, at least for now.The main characters end up teaming up with what's left of Team Rocket, though, since TR knows they cannot survive if this organization's vision for the future becomes reality.The one thing that I'd say I'm really not a fan of though is the "Ash framed as a killer" thing. I think it probably works better with a different character, but that's up to you.
