His FIX even proves you wrong. He said that he suppleanted th frames for faster Pokemon with slower ones to fic the issue, but this only worked as long as they had the SAME AMOUNT OF FRAMES, meaning that frame total ITSELF is completely arbitrary compared to the data each frame holds. Zekrom moves fast, Froslass moves slow, but they BOTH had the same amount of frames in their run cycles, making supplanting Froslass' data for Zekrom's trivial.
