I feel like it creates a more spread out balance as you turn through the pages. If you go purely by set number it makes all the good cards sit at the back. And the rest of the standard cards in set just skippable. Its kinda nice having similar cards beside each other like Kangaskhan ex to see the subtle difference in art.
