They don't need them as evidentially we've seen them fight without commands before in wild battles and in some cases where Trainers aren't allowed to give commands.

The core principle Pokemon has always been about friendship and respect for these creatures.
I don't disagree that the system of capturing is flawed via the whole nature of the series, but at the end of the day a Pokemon chooses to follow your orders via badge count which is seen as respect/strength.
