It's like there's a veneer of balance but when you actually look at the state of, say, the stat increases upon evolution compared to evolution method, it starts to look relatively out of whack.
I'm currently going through organizing all of the information I'll need to re-balance all stats and experience for in-game properly (competitive can fall where it may and shouldn't be directly considered - Pokémon is primarily SP) and I'm up to Gen 5 now and just look at this snippet of ridiculousness.
Why would Alolan Rattata have equal stats to the normal? It requires an additional step for evolution and should thus have higher stats. Then you have something like Lotad, Seedot, and Starly which all have shit stats and that's fine, and yet have the same evolution level as starters who should have higher evolutions to begin with because you shouldn't see the mid stage until closer to mid-game but especially thanks to having higher stats.
Those are actually close to or more than the regional bug stats and they evolved at Level 10 to their second stage for fuck sake.
All of which is fine on their own but not for game wide balance. It's somewhat consistent in that earlier stuff is generally weaker and later stuff isn't but it needs a 99% rework.
A rework they'll never do because they're rushing shit out yearly without care and I'm still maybe 2% done after about 46 hours between putting the information together to save time in the end and actually redoing a handful of them. It's taking too much time they'll never allow themselves to take.
