That's because most bipedal animalistic Pokemon have very short legs. If you compare their torsos to a human one, you'll notice most of them are at least as large as an average slim human's one. Legs contribute to half of human's height, for Pokemon it may be less than a third, not to mention a lot of them have humongous hips with structure that make legs appear attached to the sides rather than bottom.
