anyways another archived thread i found talked about how actual ship wheels are really big so most likely its just a particularly large wheel
maybe from a ship so big the wheel needed to be manned by strong pokemon which would explain why the wheel is THAT big but eh lets be real gamefreak would never elaborate on it
