I'm expecting terrain shenanigans, particularly with Fire and Electric terrain because they're decent coverage options, like a Ground-type in electric terrain with Thunder Punch and EQ. Electric Terrain also gets Surge Surfer, powers up voltturn, and deals with Smeargle, so I think it will be the most popular Tapu.

The only real exception is if you're trying to smashpass or something, because you'll probably outspeed on the second turn. If you're just using him to set up hazards and NOT carrying a sleep move, there are better options.
That said, it might be good with Aurora Veil if the regular mons which get it suck
