When I first wrote it down it was only one chapter used to flesh out those three residents, but it felt too restrained to me so I extended it to two chapters, but I didn't want to go over that because then I'd risk dragging it on for too long. I also plan to have the townsfolk the heroes meet have at least a small role in the final conflict of saving the town, and one of them develop a more personal connection to one of the heroes.

You feel like the characters in the town wouldn't be interesting enough to your readers so its putting you down the path of not wanting to finish the chapters and thus causing the Procratination and laziness.I think you hit it right on the head though, haha.
