He treats pokemon like tools and objects but Persian's the only one he's always actively stroking and petting, and it's always out with him when he's anywhere. It's probably his equivalent of Pikachu, his very first starter. I don't doubt it's insanely deadly and it's probably used in assasination missions, but there's a definite bond between Giovanni and Persian.
