I made myself a mini romhack of Ruby a while ago, these were the teams I used.
The Elite Four gave me trouble because there aren't enough Pokémon in Hoenn with their specialist types to make good teams of 6, so I just gave them each 3 off-type Pokémon that seemed somewhat fitting for each of them. Glacia's stuck with two Glalie because I didn't want to give her a Regice, but at least it's better than two Sealeo. Steven's team stayed the same because they seemed fine to me as they were, just needed a few moveset changes and some nice items to hold.
