The Devs target all ages, but the marketing is for children who have parents that will buy them the pikachu pizza or a pokeball toy to get them to shut up. There is an 18+ division in the Pokemon world championships just for that reason. That's also why your player character's age has become ambiguous over the years. A teenage protagonist is much more acceptable than a prepubescent child.

Unfortunately the public only remembers the ultra successful marketing blitz of fall 1998. Modern fans are either those who stuck with the series through the dark times, fans that started post GEN II, or those who came back after going through a "Pokemon is for babies" stage.

Gen I has the most fans out of any generation. Go out on the street today and ask someone the name of the pokemon and unless they are a fan of the series, they will mention Pikachu or Charizard. If you're going to have a 20th or 25th anniversary of the series, it has to be Kanto.
