In gen IV, you could pass Head Smash to Nosepass via Breeding. None of the pokemon Nosepass could breed with knew Head Smash, however.
In Gen V, this was removed and Nosepass could no longer receive Head Smash via Breeding, legally or illegally.
In Gen VI, Honedge and Nosepass are in the same egg group and Honedge can receive Head Smash via breeding.
They never gave Nosepass it's ability to get Head Smash back.
