It already gets Aromatherapy that heals the entire team. Pokemon can not be frozen under Sun, and being grass-type makes it immune to Spore and Sleep Powder. Why the fuck does it need Leaf Guard?
The worst part is that it doesn't even have leaves. They actively went against thematic logic and common sense just to make this thing useless. Were they really that afraid one person might attempt to use it instead of Venusaur if it got an actual ability. It's wearing a flower, would Flower Veil really make the Pokémon on every fucking WORST STARTER list broken?
