The other teams are pretty cutthroat and will happily use you up until you die, but the Hoenn villains are working for a cause they genuinely believe will make things better. Magma probably has slightly better pay, because Maxie seems like the kind of guy to really be on top of his finances, but Archie's probably more easygoing about giving time off. Either way, they genuinely take care of their own, so I'd say they're the best.
