It's not about whether you or I care about it. It's that most people don't care about it. If 90% of the people who buy a Pokemon game have no chance of interacting with more than half the Pokemon coded in and made to support every new feature, then you're literally wasting development time. It doesn't make sense to have to work with 800, 900 or 1,000 of these things when most of your audience could only feasibly interact with 300 to 400 of them in a typical playthrough, at best.
Also feature bloat is still a thing even with asset reuse. You still need to actually apply any new visual effect, any new mechanic, any new animation, to every single Pokemon in the game.
