They come at level 50, +sp. def, 252 HP, 168 SpD, 88 Def. They're nicknamed "Snips" by default ("Citizen Snips" is one character too long) but if you want a different name feel free to ask.
Just put up a yungoos on GTS asking for a lv 41 to 50 Drapion and I'll send it shortly. I've only got 16 atm so get them while supplies last!
