On top of that you're competing with Dodrio, that can actually generate damages by itself on top of drawing cards, only needs a colorless, and scales better. You also need the bench space for Manaphy (and a way to put damages on it) and I'd rather fill the remaining space with radiant zam or Gengar.
Not saying Scream is stone cold useless, but with the current card pool only Gardy can make it work (and boy will it work).
