We can see from the NPCs that most "trainers" are essentially pet owners and hobbyists who do genuinely live as friends with their pokemon. There are very few full on Trainer trainers who have a team of six high-leveled pokemon who are clearly optimized for battling. That being said, I agree that they could use antagonist motivations that aren't people literally trying to destroy all life on the planet through one mechanism or another.
