Which is why it's possible to hatch 4000 eggs without a shiny, event hough if you took 4000 MM'd eggs and hatched them all, 99% of the time you'd find one shiny, but if you hatch 3999 and get zero, the chances of the 4000th having a shiny is still 1/1300.
