A form like this accomplishes the goal of lying low and not drawing attention to one's self, as most people will want to actively avoid you. More importantly, it's the perfect test of a person's character. Ugly women are treated VERY cruelly by society, and so are the poor, old and feeble. So if Arceus turns into such a form and somebody comes along and treats her like an equal, and with kindness, then Arceus knows that person has a heart of gold and is worthy of trust.
I think she would wander around in such a form, testing people, bringing blessings to the compassionate and misfortune to the wicked while keeping secret what she is doing.
