The vast majority of towns in pokemon games consist of about 5-7 houses on average and said houses serve no propose other than to give the player items like TMs or NPC dialogue. Aside from that, the only things you will usually see are sometimes gyms and and some mini game or battle facility. The towns in the older games are not as content packed as you think they are
