None of which are 1% encounters that you never encounter in the course of the game in the first place. You see Nosepass before you reach Granite Cave, you encounter trainers who use Nincada and Skitty and they aren't 1% encounters.

1: All of these Pokemon are available in one area of the game
2: They are all rare encounters with gen 1 Pokemon populating the route otherwise
3: They happen to also be shitmons, which only makes their rarity worse.
4: Half of the Pokemon there aren't even used by anybody in the game, so you can't rely on the dex to give you even the smallest clue on where to find them. Same goes for Skarmory and Gligar here.
