Even ki differences don't seem to be all that consistent, as Chiaotzu's powers couldn't work on Nappa but Guldo's powers could work on Gohan and Krillin - the latter of whom considered Guldo to be a total shitter in terms of power levels - and even Vegeta made note on how deadly his psychic powers were despite how relatively weak he was
Also for some reason telekinesis is implied to be a greater feat than stopping time and that's really weird
