I mean shit, the finals of Ultra was Rose vs Sagat, neither of which are in top tier, or even in the same tier from each other. Rose has a big matchup advantage against Sagat though, which is why Luffy took his opponent apart.
Smogon doesn't have tiers, it has classifications that aren't allowed to interact. If they were ACTUAL tiers, then what tier your pokemon is in wouldn't mean jackshit unless it was in Banned Tier (like Akuma in Super Turbo).
