The attacker neither knows if a Pokemon has Ice Beam, nor the turns they are going to use it IF they do have it. Same as Bright Powder. It's totally random. The players don't "always know" shit other than the Pokemon lineup (Team Preview). If they did, random freezes wouldn't occasionally steal games away from people who play "perfectly". I wish Smogon and their faggot council would just leave this game alone and go fuck off to Chess tournaments, but they won't because they'll all get exposed there as the scrubs they are who can only win if they ban all the shit they don't like to play against. I used Ice Beam as an example earlier because the freeze chance is the exact same as Bright Powder's chance to cause attacks to miss (10%). Y'all can't just dismiss the Ice Beam example because y'all want to pick and choose what you want to ban. Either ban all moves with a secondary effect chance to inflict Status AND ban the critical hit mechanic entirely or stop whining about hax.
