I'm thinking having them learn it when they evolve into their final stages at level 32 would be most appropriate. From a power and effect standpoint I don't think they're any more broken or overpowered than what has already been given out in the official games. For comparison:
Power-wise Generation 3 was by far the highest with the signatures ranging from 85 to 95 power, and they were given out near or upon final evolution. Grovyle / Sceptile got Leaf Blade at level 29, Blaziken got Blaze Kick at 36, and Marshtomp / Swampert got Muddy Water at 37 and 39 respectively.
In Generation 5, the Tepig line learned Heat Crash at level 27 (Tepig) and 31 (Pignite and Emboar). In Generation 6, the starters received their signature moves if they fully evolved at level 36.
As far as what to move around or remove in their lists to fit the moves, I'm not certain. I wouldn't be opposed to just adding them in at 32 (and possibly readjusting the levels of the moves learned after that), but I'm not certain if that'd make their lists too long.
