While he does talk of the beauty in the world and his organization has style as its gimmick, you have to understand that it's not the superficially ugly people he wants to rid the world of, but rather those that are ugly in spirit and ideals. Pic related would've never been allowed in his organization if he just wanted to exterminate the ugly people.
Lysandre's beef with the world is he believes people are selfish by nature, that if you show them kindness and charity that they'll greedily want more and resent you for not giving it to them. His misguided attempts at philanthropy in the past has colored his outlook on the world to the point where he believes only those who can do on their own deserve to live, while everyone else at best leeches off the world and at worst actively harms it. The greatest irony being that his own organization who would presumably survive and repopulate his new world is made up of selfish cunts willing to steal and harm to get their way.
Thinking about it, it seems Masuda really liked a touch of irony with his evil teams.
