Im not lying, and I can search for proof if you want it, but stunfisk is actually one of THE most popular pokemon in japan, as well as quite usable with its typing. I can agree that some of the pokes seem redundant, but even those will have a decent fanbase that dearly loves them. Just like all the inanimate object pokemon that /vp/ blows their shit over is actually favorited by a surprisingly LARGE amount of fans in the world. Especially the japs.
