Electric types shoot lightning at their opponents, but how can they even do that? Electric sparks jump from clouds when they're negatively charged and the ground is positively charged. To control the direction of the spark, Pokemon should be able to build up both charges and touch you with them, much like a defibrillator, like Paul's Electivire did in the anime. Plusle and Minun make a lot of sense because they could surround their opponents and charge up.
