I did always think it was weird and arbitrary tie-in to the first movie, but it's at least some interesting world building in the anime, given the backstory of the card. They also had a Warner Bros. store promotion for a jumbo card of the Legendary Birds as well. Prior to Ancient Mew, there were no promo cards with unique art, just variants.
The first movie had a Burger King promotion (which included Gold-plated Pokemon cards) and a Topp's Trading Card promotion (which also incorrectly referred to Marill as 'Pikablu' and had to be reprinted)
