It's kind of hard to put my finger on it but my personal theory is that it's classed as both a stadium and a disruption card so they try and make a point of having some representation of both in any opening hand / re-draw
put it this way I replaced both with acro bikes and I noticed I was starting with ultra space and/or a normal supporter a lot more often, including for some reason my one copy of guzma which is ok because it's guzma
