In the games, this is determined arbitrarily by Pokemon level and the amount of badges you have, but in a real life setting it would be more about whether or not the Pokemon likes you and respects you. In the anime, we've often seen Pokemon disobeying trainers. They are not mindless slaves that have to obey, they only like you as a trainer in the game because you're canonically the most amazing fucking trainer in the world who's super talented and good with Pokemon. I don't buy for a SECOND that an extremely powerful Pokemon like Gardevoir would just allow herself to be raped by some fat neckbearded slob, she would psychic him and fuck off. Same with Lopunny, she'd just kick you in the head and leave if she didn't like you. I mean come on, you're writing out all this shit about Pokemon slavery but forgot a basic mechanic of the game and common aspects of the show.
