On one hand they seem willing to add or remove things yet on the other they seem so set on never changing certain things established since day one. Like the stats for example. Tons of shit mons have been shit going back since the gen they were introduced in. Giving it a new type or a mega form is just such a lazy and lame attempt at balance. They have altered stats of many poke's later on but for the most part it was extremely minor. Like giving a mon a little extra speed for example.
I do give them at least some credit for being so strict and sticking to the formula though. Too many franchises out there feel this strange need to reinvent themselves after a few games as if it is something they need to do. Which only alienates the previous fanbase who liked the series. For the most part Pokemon has stuck to its formula with the exception of new stories, locations and monsters. Overall the themes and gameplay established in the original games hasn't really ever changed drastically for the most part.
