Dugtrio gets to break from the mold because removing something you wouldn't be able to counter is at least as good in the long run as having a 6th wall, and you can afford Resters sometimes if you're only relying on them to beat things that can't 3HKO you, otherwise your pool of mons is limited to things that get Recover or Wish and can comfortably avoid the knockout long-term from whatever you're switching it into. Using mons that don't accomplish anything is fine as long as they consistently wall whatever you need them to.

Half of your defensive mons don't heal well, and by dedicating teamslots to offensive mons you often don't have the defensive palette to avoid KOs if you keep giving things free switches. Instead you use that bulk as a buffer to avoid losing mons early while you make headway for your offensive mons. Mandibuzz and Rotom can give (LO) Clefable and Dragapult free switches, Ferro and Toxapex set hazards for them, all of them are decent at spreading damage or status or Knock Off to clear a path for whatever's in the back. It's not stall because it's built to actually accomplish something and you lose vs good opponents if you play the do-nothing game.
