I vaguely remember some npc mentioning that if you run into the same mon multiple times in the wild the chances keep increasing but that might have been just the dexnav thing and I might be misremembering.
If it's legit my third shiny in 17 years of playing pokemon is in a romhack that I can't trade from, cool.
