A few things
First, 16 Mega Stones doesn't mean we will actually get 16 additional Megas in the DLC. This could just be marketing with a bunch and the number isn't a guarantee.
Second, regardless of the number, this doesn't mean all additional Megas will be NEW Megas. The first one in the bottom left looks like Sceptilite.
